Satuan dan indikator yang tidak dapat dipertukarkan
MW/MVA adalah ukuran daya atau kapasitas kelistrikan, berbeda dari MWh/GWh yang mengukur energi. Nilai investasi yang direncanakan tidak sama dengan realisasi. Harga FOB dan CIF, angka inflasi YoY dan MoM, atau rasio Gini dengan skala berbeda harus dilihat sesuai metode penerbit.
SAIDI adalah rata-rata lama gangguan (jam/pelanggan/tahun), sedangkan SAIFI adalah rata-rata frekuensi gangguan (kali/pelanggan/tahun). Lihat Statistik PLN 2023–2025 ↗. Unit pelayanan PLN yang meliputi beberapa provinsi bukan statistik provinsi tunggal. Rasio elektrifikasi, SAIDI, SAIFI, daya terpasang dan daya cadangan andal adalah indikator berbeda.
Status data dan sumber
Bedakan pengamatan resmi, rencana pemerintah, pengumuman proyek, hasil simulasi, berita sekunder, dan data yang belum diverifikasi. Setiap angka sebaiknya memiliki penerbit, URL asli, tanggal rilis, periode, wilayah, satuan, serta batas penggunaan. Pantau kesehatan data dan sumber ↗.
Regulasi, kelembagaan dan status hukum
Pasal 7 UU 12/2011 mengatur hierarki dari UUD 1945 hingga peraturan daerah. Peraturan menteri atau keputusan administrasi memiliki landasan kewenangan tersendiri; rancangan tidak dapat dianggap sudah berlaku. Peta, metode ekonomi dan investasi
Koordinat perkiraan bukan lokasi fasilitas yang terukur. Pisahkan pemilik, pengelola, pemegang izin dan investor. Korelasi maupun panel data tidak membuktikan hubungan sebab-akibat. Model multiplier memerlukan tabel input-output daerah dan sektor yang valid. Pada pusat data AI, MW komputasi berbeda dari kebutuhan listrik fasilitas dan fasilitas yang beroperasi berbeda dari rencana proyek.

Data-quality labels
- Official actual / realisasi resmi: source-linked observed data, dated, with reporting scope and revision policy.
- Official plan / rencana: approved RUPTL, development target or budget; not completed field output.
- Project announced / dilaporkan: sponsor claim, MoU, prospective financing or planned facility; identify issuer, status and verification.
- Analyst model / simulasi: conditional output of explicit inputs/assumptions; not official forecast or investment result.
- Monitoring lead / perlu ditinjau: newly discovered news, law or release candidate; no legal or numeric fact is changed until validated.
- Not verified / unavailable: missing accessible primary source, stale observation, unsupported count, or non-comparable geographic scope. Display unknown, not zero.
Minimum citation record
Include publisher, original URL, publication date, observation period, geography, reported unit, measurement definition, evidence status and extraction limitations. For cross-series comparison also reconcile numerator, denominator, frequency, current vs constant currency, ownership scope and revisions.

5 · Legal & institutional instruments / Hirarki regulasi
Pasal 7 UU 12/2011: UUD 1945 → TAP MPR → UU/Perppu → PP → Perpres → Perda Provinsi → Perda Kabupaten/Kota. Pasal 8 and implementing instruments include appropriately authorized Permen/agency rules, Pergub, Perbup and Perwali; do not assume they form one vertical chain. Kepmen/Kepres may be administrative decisions rather than generally binding regulation. Inpres is an instruction to designated executive recipients, not a new Pasal 7 rank.
International separation: ratification statutes/decisions and international obligations must be distinguished from domestic implementation. WTO dispute settlement is state-to-state; investor arbitration under ICSID/IIA requires consent; foreign award enforcement under the New York Convention has a different function. EU/US trade or technology rules may affect exports/counterparties without becoming Indonesian domestic legal hierarchy.

6 · Asset classification & geographic accuracy / Peta dan tahapan proyek
Industry versus facility
A WK/PSC is an upstream concession; oil refinery processes crude; LNG facility liquefies gas; metal smelter processes mineral feed; coal mine produces coal; PLTU consumes it as fuel. One family, multiple different asset types.
Status and ownership
Record operator, licensee, owner, parent and investor roles separately. Proposed capacity, commissioned unit, construction, signed contract and historical asset status must not be combined as additive asset count without de-duplication.
Pin & source geography
