STRATEGIC LATITUDE INTELLIGENCE / SOURCE-VERIFIED DIGITIZATION

PLN RUPTL 2025–2034 | Investment & Grid Intelligence

Digitization of a user-provided 100-page partial RUPTL: decree and Chapters I–II. Twenty-one source-traced indicators, 109 candidate floating-solar reservoirs and smart-meter targets, with explicit evidence-quality boundaries.

Document coverage: The supplied PDF is only 100 pages. It contains the list of provincial annexes but not the annex tables for Jawa Barat (B3), Jawa Tengah (B4), or Kepulauan Riau (A4). Planned capacity is not constructed capacity; floating-solar potential is not an approved power project.
Updated source context · 20 October 2026: This screen still digitizes only the historical 100-page researcher excerpt. The separate 1,253-page official PDF passed file integrity checks, and 42 annex headings are now indexed, but this 100-page excerpt cannot validate project rows or local grid headroom. Separately sampled full-PDF project evidence is available in the official-source module. Open official annex index ↗.

1. National planning composition

Planned generation and storage, MW

RUPTL approval, PDF page 5. Storage capacity is a power rating, not electricity generated. Fossil + renewable + storage equals national planning total.

National grid expansion

Transmission and distribution circuit-km cannot be added to equipment MVA. Bars are scaled within each distinct unit category.

2. Floating solar: all 109 reservoir opportunities

Source table raw total—Potential MW, NOT projects
Table rows—Raw observations
Displayed after filtering—Not a deduplicated project pipeline
Source-data issues2 flagsGembong duplicate / cross-province entry

Indicative potential by province

Cross-provincial Karangnongko shown as a separate label. Repeated Gembong is excluded only if the deduplication toggle is enabled.

Source Tabel 2.2, PDF pp.82–83. The terms Eksisting, Selesai, On Going, Baru describe the dam, not whether a floating PV plant is operational. A 20% reservoir-area potential is neither an energy yield nor an approved development.

3. Smart grid and AMI rollout targets

Source contradiction: Table 2.4 (PDF p.98) reports 71.67 million cumulative meters by 2037, but adjacent prose (PDF p.99) says approximately 34 million AMI customers by 2037. Source figures are preserved, not silently reconciled. 2034 onward is excluded from the default plot.

4. Grid connection due-diligence for AI data centers

5. Province annex extraction status

SLI links these technical standards and project potential to the data-center map as research context. The 100-page excerpt and full-PDF heading index alone do not establish verified grid-node coordinates, firm N-1 connection headroom, energization dates or approved PLN expenditure for any named AI campus. Such conclusions require project-row evidence and independent PLN grid-node confirmation.

6. Investor assessment · energy security & AI infrastructure

01 · Demand confirmation is the gating factor

RUPTL uses customer confidence for large high-voltage loads: contracts, connection payments and grid construction are stronger evidence than MoUs. Apply this hierarchy to AI data-center announcements before treating them as firm PLN load.

Source: PDF pp.46, 53.

02 · Site-level reliability is not a system-wide MW number

N-1 transmission and substation contingency planning is required, but this document does not prove N-1 availability for any AI campus. Request feeder, transformer, protection and energization studies.

Source: PDF pp.89–90.

03 · Grid investment can precede peak-load bottlenecks

The RUPTL describes a typical 70–80% GI loading range for planning transformer reinforcement, subject to N-1 exceptions. This is a planning criterion, not evidence that Bekasi or Batang substations are currently near saturation.

Source: PDF p.90.

04 · Reservoir solar is optionality, not bankable supply

Its 109 entries amount to around 13.9 GW of indicative area-based potential. The duplicate Gembong entry, trans-provincial Karangnongko and lack of procurement or grid-connection records prevent interpreting the sum as an executable PV investment portfolio.

Source: Table 2.2, PDF pp.82–83.

05 · BESS investment needs duration and location

Nationally planned storage power of 10.256 GW does not specify hours of storage, deliverable energy in GWh, dispatch profile or which local data-center clusters benefit. BESS opportunities therefore require a separately verified regional siting and grid-services model.

Source: decree p.5; storage strategy pp.74–76.

06 · Carbon claims require energy, not nameplate

The 2034 EBT target of 34.3% concerns electricity generation mix. The 42.569 GW EBT buildout is installed-capacity planning; neither proves renewable power actually contracted or delivered hourly to a data center.

Source: decree p.5.

07 · Annexes are essential for location intelligence

The uploaded 100 pages name annex A4 (Kepulauan Riau), B3 (Jawa Barat) and B4 (Jawa Tengah), but do not contain their project-level schedules. No exact GI COD, additional MW or investor ranking should be inferred for these locations yet.

Source: PDF p.27.

08 · Smart-meter data requires reconciliation

AMI implementation is an important operational technology signal, but the printed post-2033 roll-out series and the 2037 accompanying prose conflict. Any investor dashboard should show the contradiction rather than blending it into a verified adoption trend.
