STRATEGIC LATITUDE INTELLIGENCE / DIGITIZED PRIMARY SOURCE

RUPTL PLN 2025–2034 — Source Intelligence

A traceable digital extraction of the first 100 pages supplied by the researcher. It provides approved national targets, power-grid design rules, the AMI rollout schedule, and selected floating-solar technical potential for investment screening. Source page numbers refer to the uploaded PDF, starting at page 1.

Coverage boundary: The uploaded 100-page excerpt ends in Chapter II (distribution strategy). The 100-page excerpt does not contain the Chapter V project schedules, but the separate verified 1,253-page original RUPTL now supports the national charts and 92 source-row samples shown above. Full project-by-project digitization, current realization and PLN/PLN Batam grid headroom are not yet verified.
Official full-PDF audit · 20 October 2026: The complete 1,253-page official RUPTL PDF passed file-integrity and page-count verification; 42 annex-section headings are indexed. The heading-only index does not validate individual project records. Separately, SLI now publishes a sampled register of original-PDF project rows with selected operator-sourced progress observations, not a national project census. Source project labels, independent operating evidence, firm available grid MW, N-1 security and COD are different evidence fields and must not be conflated. New generation and energy storage

Capacity MW. Renewable/new generation, fossil generation and storage are mutually exclusive components of the 69,512 MW approved total. Storage MW is not stored energy MWh.

Grid infrastructure construction plans

Transmissions and distribution use circuit-km; substation and distribution transformer additions use MVA. Different units must not be compared as a single magnitude scale.

Grid security & technical constraints

These figures are PLN planning criteria, not live measurements. A 30–38% generation reserve-margin planning range in Java–Madura–Bali does not establish unused capacity at a Bekasi or Batang substation. The 70–80% transformer-loading criterion is a planning trigger, not a real-time occupancy reading.

Smart-meter (AMI) rollout — projected installation targets

2034 cumulative target in Table 2.4

2037 cumulative target in Table 2.4

Primary-source quality flag: Page 99's narrative states approximately 34 million AMI customers by 2037, whereas Table 2.4 on page 98 shows 71,671,130 cumulative units for 2037. SLI preserves the printed table and marks the discrepancy; neither should be presented as realized installations without updated PLN confirmation.

Selected floating solar potential in West & Central Java

Potential calculated from 20% of dam surface in the source table. This is NOT permitted/financed/constructed solar capacity. Dam construction status is as stated in the 2024 input table, not independently current.

What this adds to AI infrastructure diligence

Project-specific data center power MW, actual N-1 headroom, substation load, transformer expansion COD, utility power price, and project-commissioning status are not supplied by this 100-page excerpt. Do not convert the national RUPTL MW plan into automatic power availability for Digital Edge, PDG, DayOne, or ZanKore.

Missing from this uploaded excerpt

Chapter V detailed electricity supply projections, complete nationwide annual power mix/emission series, individual transmission/transformer construction projects, project geocodes, and province-specific appendix investment timetables.

For Bekasi–Karawang, Batang and Batam, SLI therefore continues to distinguish future demand exposure from confirmed electrical grid stress.
